I want to start my own security company that will specialize in All round security, How do you think I must start?

Ok, first thanks for your reactions.
I did a little research and i found out that i definitely need a contact there.
The point is , i came to this idea true my Chief in command here in Holland, he lives in Al Nahada Al askaria in Abu dabai.
And he told me i must do what i wanne do.
But since he is here and not there i need a contact person in Dubai i can call, email, fax and share idea's with about the future company i wanne start.
Shortly i wanne get smarter the Dubai way, i wanne have a Dutch input in a Dubai way.
And build a nice and growing company that benevits all people.
We will not only provide security, but we will create allot of jobs aswell.
