Yes why not, i believe a person can surely perform well if he is good in hard skills and wealer in soft spoken skills as we say it.

however a person can grow the skills but depends on personal enthusiasm and commitments.

If a person is committed and has goals in life, he can surely work harder to get better in what you call hard skills as per your query and simultaneously learn to improvise soft skills

This depends on the job specification and position

A candidate with strong hard skills....... I think to some extend such people are essential to an organization...some work patterns are specially meant for them without which the work won't move.

I would say yes a person can do with hard skills, generally it's not easy without soft skills but depends on the job description.

70%  to 95% of certain jobs is communication such as project manager but not everybody will do sales, PR, management and legal representative.

Well its more about nature of the job! A computer programmer or a web developer might be the best even if they have weak soft skills. But a person working as PR officer or an HR Manager can never survive if they don't have soft skills.

Despite saying all, i still believe that if you have good soft skills you are always a step ahead of the ones only having hard skills.

Because of the fact that something about73% of all what we do in our life depend on Soft Skills and Social Competences, that93% of all our decisions depend on our Emotions I would say "NO"! Hard  or Cognitive Skills are important for sure but the quality of our relations is the most important "Skill" in business and private life. As better we manage our relations as better we manage our business and/or private life.

While certain hard skills are necessary for any position, employers are looking increasingly for job applicants with particular soft skills. This is because, while it is easy for an employer to train a new employee in a particular hard skill (such as how to use a certain computer program), it is much more difficult to train an employee in a soft skill (such as patience).

It also depends on the company and your position. If the position requires you to just do manual data entry then soft skills would probably not be that important as hard skills will  be.

I do not think he can survive with hard skills only. Such employee will not be able to communicate with others with hard skills only.

It depends... If his work requires more cordination from other department then he should have soft skill

or else... If he has some sought of work where he can do it alone and no much interaction then ok.
