My answer is, it depends.
Your question is very valid, because worrying about bad system becomes nothing compared to worrying about the good people whom might get corrupted because of the bad system.
Why I am saying it depends, because the subject has a dynamic factors which might give different results, ex. if you have a bad flexible system is different than a bad strict system because good people will have a chance to do things in a good ways most of the time, ...etc

Management is the art of getting things done. If the Companies management is bad, it will not be able to utilize the full potential of its employee. This will discourage the employees to provide their best and as a result destroy a good employee.
Bad Management can't ever destroy any good employee. But yes he might feel that the biggest mistake he ever done to join the kind of Management. He might get a bit demotivated due to not getting as expected. So better to switch rather than wasting Management as well as yours own time.......
Certainly despite we ask always good employee to adapt them attitude !
