I would like to add my opinion , so I see that  you do not pay, but follow the chain of command and solicit a decision.

I would call this extorting money for a task they should do in the first place ... protecting people working ...

I have seen private security guards operating in Poland ... making sure your car has its tires next morning ... did I paid the $2 ... yes I did 

If you need to insure the safety of your people ... hire a private security force to do so ...  if you have success with local police force hire themselves out as security guards off duty is a different matter than them demanding to be paid to do a task during office hours ... also they should be present at any time when get paid...

I do not like Mafia tactics...  

Columbia is known for two fractions anti government forces and very corrupt government officials ...  your investors should have allocated funds for hiring a private security force ... I still do not think any police force should extort money to protect any one.

The police is his major duty to protect the nation public, so it is unethical to collect,Money to provide this kind of service to the public..

What is the official status of this deal? How can an idividual ensures and depute a his officers to secure your team. It does not sound me good. I would not go ahead with this kind of deal.

Mr. Gurusiddappa is right, but I live in Colombia....The police doesn't ask it here but private people. What to do....If you don't pay they set an example. So pay and get help from the authorities to solve it. But you need to solve it completely otherwise it will bounce back on you.

What I understand from the scenario is neither the Police men or my team is secure as it is voilence phrone area.

Paying him or agreeing to police demands for extra security is an integrity issue.

Never will I do so, however as per the experts say, I will hire external security personnel and try to transfer the risk.
