Both CT & PT are Instrument transformers.
Basic purpose of an instrument transformer is Metering and Protection (with the help of protection relay).
Both are step down transformers.
As high voltage and currents are not measured directly. So instrument transformers are used for this purpose.
CTs & PTs step down high currents and voltages to a certain ratio. Thus we can easily measure the voltages and currents using electronic meters.

CT (current transformer) use for current measuring and relay protection chains.
PT (potential transformer) use the same.
CT & PT are instrument transformers. since the protection and metering systems work on low voltage & currents like110 volts or5/1 Amps, they can not be directly installed on high voltages.
The CT & PT are used to step down the voltages & currents to110 volt (PT)and5/1 amps (CT) for protection and metering purposes.
A Current Transformer (CT) is used to obtain reduced current signals for purpose of measurement , control and protection.They reduce the heavy current to lower values which are suitable for operation of Relays and other instruments connected to their secondary winding.
While a potential transformer(PT) used to reduce the voltage to lower values and to provide isolation between high voltage power network and the relays and the other instruments that are connected to their secondaries.
CT is used for current measurement and PT is used for voltage measurement.
CT is connected with primaries connected in series with the power system. CT has a large number of turns on its secondary winding whereas fewer number of turns on primary winding.( since primary is connected in series, so it carries Full Load current and hence fewer turns)
While a PT has large number of turns on primary and fewer turns in secondary winding. the reason is obvious(i. e to get reduced voltage in secondary and V is proportional to Number of turns).And here primary winding is connected across the supply.

CT is used because our Ammeter only reads up to 5A therefore we scale down our current up to 5A using CT and scale up Ammeter reading end and one purpose is, we don't want to cut our supply to keep our our ammeter in series. PT is used for high voltages where our voltmeter can be burnt so we scale down our voltage upto maximum voltmeter capacity using PT and scale up voltmeter reading.
CT's are for measuring and protection for power stations.
