Neither I nor anyone, can agree with the saying of most human resource's or administration's heads of that : " The one of the of their functions is manage people ". That is not real, HR functions are not manage people.
But the real vital mission is manage the balanced between people's needs and organisation's requests. Also saving the rights of both of them, care and develop the people, and keep push a growth wheel.
I believe that who says like that saying he does not know the simple concept to human resources management. Or he does not understand its functions and its tasks.
Today the curriculum has become more inclusive in human resources management within the organization. Programs and processes aimed at good selection and recruitment of staff on a regular basis by the institution's need to retain the staff, dealing with all aspects of talent management.

Yes , they are doing that in a someway ,we can say that they are managing the continuation of the workforce beside the direct & top management . they aid in the development or retreat of the employees . if there is weak hr or administration in an organization , this definitely will affect in a negative way the employees because they will not get their rights or appreciation and even suitable punishment .
yes because they have to control the behavior of people and if they don't work with other departments then that organization could have many flaws.
If the HR / Administration is involved in POLCA ( Planning, Organizing, Leading, Controlling and Assurance ) then it is right. If it is not do that same then it is not true or right
As an administrator, my job is to manage the department and make sure all paperwork and tasks are completed within each department. I do not manage them but I do assign tasks.
