An experienced Buyer  always put in account the freight cost, therefore I am agreeing with the  True statement.

However it is not always in the Buyers power to make this decision, since most vendors have their own freight companies, therefore have better freight pricing (due to volume the vendor ships)...

But not only pricing is a concern ... also the reliability of the freight company and quality of the service (timely delivery .. no lost or  damage on the freight...)
