for safety and security.

I agree with the opinion of Vertically 

never put a cylinder in opposite position. if its gas inside you can store it both ways vertically or horizontally, there is no difference. In case of liquid inside like LPG cylinder it is better to store vertically because if we put it horizontally the liquid will exert more pressure on valve and has a greater chances of leakage.

The correct option is (1) vertical position

store cylinders vertically and securely to prevent them from toppling

Vertical position and in a cool dry place, away from regular hustle and bustle so that crash and possible explosion may be avoided.
