Anyhow if you meant to build a Facebook Web App using specific SDK then probably you have all sort ( JavaScript, PHP, C#, Ruby, Java, Python even Node.js as well ) of SDK's available at https://developers.facebook.com/docs/sdks/ Do provide more detail if you looking for anything else other then the written ones.

There is ASP.NET MVC web application template for Facebook application in ASP.NET MVC4.
You can use that to develop Facebook application using Visual Studio2012 and .NET framework4.5 in MVC design pattern.
