How to create a Temporary Network Storage device,which can store and release whenever needed.,A portable Network bank (such as a power bank)?

I would like to create a device which can store wifi/wimax signals at the source(hot spot) and which can be reused again.,

If the device is ON,then it should start storing the signal.,

The device  should be in such a way that even if the mobile is out of coverage area..,it should be in a position to use the wifi/wimax signals and should communicate.,
