The answer is yes. Management representative was a mandatory requirement in ISO 9001:2008, but in ISO 9001:2015 the same clause has been removed.

Well it depends highly on the level of system maturity and quality culture in the organisation, it should be avoided where culture is still in its infancy or the system is not yet fully absorbed and implemented.

And if company management and its Quality and other department staff is skillful and well eware of good practices than no need of managrment representative. The main role of company rep is that he should coordonate and fulfill requirements of ISO between certification authority and organization

Obviously QMR is no more mandatory as per ISO 90012015. Instead of a permanent QMR the additional responsibilities can be assigned to a able member of team. Developed quality culture will minimize the need successfully.

From experience in my company I can say that a management representative is important for QMS.

Management representative is connection between top management and organizational department for quality.

He/she is that bond who provides resources and support for implementation and continuous improvement of QMS.

Almost always when my department has had problems with realization of some ideas he was that, who provides implementation in corporation with top management.
