If you would like to draw a table with the intent of the table being inserted to a database. i.e. Drawing a table diagram or Entity Relationship Diagram for Database Design. Then the program, in my option that would be the best and quite frankly the easiest, for the above scenario is: MS Visio
I understand MS Visio is not on your defined list above but perhaps you should consider it.
MS Visio is a easy-to-use technical writing/drawing tool that I have quite a bit of experience with.
This program gives you the ability to easily draw tables and diagrams that look professional and clean, it also has the functionality to give your table(s): relationships, data types and data. From there, you can easily produce a Data Dictionary for report writing AND/OR your table(s) can even be exported into a format that can plug-in directly to a MS Access, SQL Server to give you a functional skeleton of a database.
The best application for drawing tables is ms excel
All depends on the purpose of the table; if it is lots of text; then MS Word;
If there is calculations required I personally prefer MS Excel.
If there is data gathering, then pivot tables via MS Excel.
I am not a SQL expert; nor a programmer, so the above answers are from my own experiences in the workplace.

Microsoft Office Visio is Best for ERD designing....otherwise you can also use the SQL Server Database Diagram inside your Database in SQL Server.
