You can book the hotel room in the same second if there are available rooms but be sure there is14.00 by local time when you are applying for room (international time of Check in) and you are standing at Front desk

Yes.  It's called a day use room and you'd be required to checkout by3,45,6,or7 pm depending the hotel policy and occupancy.  Allowed this even at the five star level.  If you want1-2 hours, you'd have to go to a1 or2 star hotel or a motel because then it becomes obvious what you are using the room for and higher rated hotels don't want to become a breeding ground for that activity.

It depends on the city and the region!!! Like one answer mentioned it is possible and common practice in Japan...However; in the Middle East it forbidden and any hotel that facilitates such services is looked upon as "brothel"... In the parts of towns where street prostitution is common, most hotels offer this facility. By the way; this service is available in Las Vegas, NV, Los Angeles, CA., N.Y. NY, Houston, TX, and just about all cities around the USA

Yes. It called as Day Use but not necessary to be implemented in all hotels, depends on business type and occupancy. The day use will starts at day time only and c/out time shouldn't be later than6 PM otherwise you will lose the whole night revenue.

However booking last minute room will be higher in price than booking in advance.
