How can you ask your boss that he has some urgent papers to accomplish between you and him knowing that he is so busy?

first of all determine if they are important to you or important to him (time management skills)

once you have the answer you can easily decide whether to knock on his door and walk in or dropping him an email  

Based on my observation he does angry look because he doesn't want to work, right now he keep on avoiding his staff from him, and he keep on skipping under-time.
