Rules are statements which describe our behavior within some organization or society.
Procedure ... agree, but it is also more an description how things has to be done and in some situation very specific and precise.
Policy .... agree!
Budget is an statement which contains very clear how much of any resources could be taken for any action in an certainly period, money, HR, or other material resources
Norms are standards which has to be achieved within a group/department/company/society or even one single part.
Rule is a statement that tells you what is or is not allowed in a particular situation, etc. I would therefore go with (a) as the correct answer.
