There are many applications that operate as a wireless device which operates through the network.3) chat programs such as Yahoo and skype.
Internet is a great form of communications but nothing beats face to face even over the Internet, there is just something about being able to see the person your talking to. Communication is not only verbal but physical as well. If you can not be there physically I suggest using apps like Skype and vodo it really helps to see the person or group you are talking to.
All depends on: 1- The purpose & significance of the communication (i.e. for info, instructions, law & regulations update etc.); 2- The number of people to communicate with; and 3- The type of people you are communicating with (workers, middle/senior/top management etc.).
By considering these factors you can decide the most effective and feasible way to communicate.
If you are wondering about the ability to have everyone receive messages in a timely manner and for the group to be able to share information I recommend Internet Message Board systems with push notification message systems. These boards can be set to send message notifications instantly, hourly, or daily. The preset send settings can also be overridden in the event of a priority or emergency message being sent out.
If it is language barriers you are concerned about I suggest using Google translate. I have had an excellent experience using it on this message board to chat with new friends in Arabic and German. It's not perfect but it seems to be enough to get the point across and as a bonus I'm starting to pick up bits and peices of some new languages.
