Which financial tool will help in government sector budgeting?

Govermental Sector can be quite tricky due the size, complexity and the distance involved. It also has to do with the existence of ERP or not, as a source of actuals

I have done Budgeting work on such level using the SAP Planning Module, I have worked with Cognos, Hyperion Essbase and of Course Excel. They all did the work but Excel was always there either for uploads of data or Reporting and Visualization. XLCubed should also be a solution to see.
