I think every child goes to school for a reason, and that is to be a worker one day in the future and gain money and build his life, so I think schools must split domains of work in a stage of study (example: at10 years old or15 years old) .
After that, if the young child choose IT, or Computer Science, he must learn basic web programming, also an advanced web programming if he reaches an age when his mind can Understand and comprehend this type of education.

This is a difficult question ranging through different age groups and catering to specific needs in those groups.
The problem here is that teaching kids basic "internet" skills might be necessary so that they can go hunting for information, learn what to use and what not to use and perhaps even enlighten them on what is out there for them to use in school.
I think that's the primer but if you want a child to actively start getting into basic web design thats probably a higher secondary class because while younger kids are being exposed to technology all the time I tend to think of technology as a tool when kids are younger more than a path.
Sure, if you have the acumen and feel the desire to learn more then you can do so but I agree with a comment made earlier that it helps prep them for further studies and perhaps even grooms them to get internships if they did basic web-design (notice I stress on basic).
Its also happening in a lot of places where kids are being asked to create projects and inadvertently learn new technologies to keep up with school so I don't think the day is far when software developers will make technologies easier for child-learning as opposed to how they are now where the platforms and IDEs are more adult-learning centric (and in some cases there really is no guide).
This coupled with propagation in schools and educational mediums will branch a different kind of student than what I probably had when I was growing up.
But, the first step happens on two fronts, people need to make software more accessible to children so that they can actualize final products (their visions) faster and also get help and guidance along the way while the other side of the fence involves schools and educational institutions learning to adapt these kinds of daily practices into their ciriculum so that students do have the knowledge earlier.

i think in the secondary school teens must know at least the logic of programming or maybe a simple programming language

I think it depends on their age.
In primary and secondary schools I don't see the relevance in web programming, other than perhaps as one unit in an IT course.
When this becomes more purtinent is high school.2-3 years in a specialized option such as web programming would allow a student's focus towards and transition into university much more effective.
Technology related any form of IT programming is changing so rapidly, that what I secondary student might show interest in, would be obsolete by the time they reached post secondary education.
I would be more inclined to teach secondary students the reality of social media, it's benefits and also the problems it's causing in society.
