YES, A risk assessment is a thorough look at your workplace to identify those things, situations, processes, etc. that may cause harm, particularly to people. Risk assessments are very important as they form an integral part of a good occupational health and safety management plan. They help to:

1]Create awareness of hazards and risks.

2]Identify who may be at risk (employees, cleaners, visitors, contractors, the public, etc).

3]Determine if existing control measures are adequate or if more should be done.

4]Prevent injuries or illnesses when done at the design or planning stage.

5]Prioritize hazards and control measures.

It is very necessary, and  this is in order to map out Safety strategies in avoiding, eliminating, reducing and making contingency plans in keeping your Construction Project trouble free, there by avoiding Project Safety Shut downs, Litigation and loses that comes as a result of none Risk Assesment studies  before ground breaking

Risk Assesment is a tool to identify the risk involved in that particular work and the control measures that can be laid out following by assessing the risk . In other words this is to check the work which is going to be carried out are completely safe.

Yes obviously. because risk assessment is the keen observation of the site activity and then after evaluation make complete control measures the result will decrease in the risk level.
