In a non-binding agreement the parties have still agreed to do something, and have a moral obligation to do it.  If circumstances change, however, they have the option to stop doing it. 

Note that although there is no direct penalty, there may be consequences: for example the other parties may also change their behaviour.  In other words, breaking a non-binding agreement still has costs and risks.
