There is need to understand the difference between a leader and a manager. A leader does not need technical expertise to be a successful leader. He need to be visionary and should be able to sell his vision to his followers. Technical expertise might be a plus .

Personally I don't believe that a leader needs the technical knowledge because the primary goal of leadership is to put the right people in the right places and navigate collectively towards success. An effective leader should bring all his expert direct reports together, empower them to be accountable, encourage and support their development whilst bridging the gaps between them. A great leader needs to be a well versed all rounder, with a seamless ability to flex personalities and communication styles across backgrounds, cultures and situations to motivate and inspire his team. This is why a lot of the High-Tech industries have leaders and fellows (technical experts in their designation) to act as consultants and support the leaders.
A Leader is a Leader unless he has or no technical knowledge.
