How can I change my Boss ? Is it possible without changing current job ?

A lot of people wish so, that depends on the organisation you are working in and are other individuals facing the same issues or are they willing to change him/her as well? If that's the case, talk to your HR, if not, do you think its only your problem? Take your time, work it out. 

Moving in another department will not work if its a small level organisation.

I don't think you can. You can diplomatically present your concerns and offer working solutions, but even so, your boss might not appreciate it. In that case you need to decide if you can work under those conditions or look for another job.
