Designers think about visual forms and how they are put together to convey meaning.
These forms are a kind of visual language.
Points, lines, planes, volumes, spaces, areas, textures and colors, as well as how they are used to create symmetry, proportion and rhythm, are basic aspects of the designer's visual vocabulary.
Technology always plays a role in the process of designing and in communicating information visually.
Designers create ideas in two and three dimensions using various materials, paper is one of the best tool :) after this, Adobe Creative Suite is perfact tool kit for a designer.

The best way to be a good graphic desgner is to make thing simple and more beautify.

First of all good web design is good for one and bad for others, but my advise is Photoshop, Wacom, Fireworks, After Effects from Adobe Creative Suite but you dont need to end here go and learn JS, Jquery and other fancy languages so you can turn your idea into reality. 

first thing is software is just a catalyst to your imagination, good design is always the game of your mind, your mind must relax and you will get a better design and another method is to think in such a way that you never seen or heard before.
then implement that image in to your design by adding gradients of colors.

Softwares are important but it's not the main concern...
In my opinion (Imagination) is what makes a designer a great one, try to imagine the idea in your head and thinking of ways to imporve it before using the tools (paper, pen, software ...).
Secondly...
try to be aware of all the latest techniques and the ways that makes your work more modren.
Then comes the software part...
it depends on the designer and how he or she feels about using any software...
for me I use Corel Draw when designing a logo or a website concept, sometimes I use Adobe illustrator insted.
and I use photoshop for other stuff.
