before opening: commercials; flyers, advertisements (a lot of it), newspapers if possible.
during opening: give free services, and good impression especially the interface.
after opening: good service quality, give a guarantee for your products, and do some offers, sales or discounts (people love this one).
ongoing plan: keep the good offers running all the time, and don't let go of your smile..
try to make protocols & rules for your store and stick to it....
