Who is responsible for driving IT governance in an organization?

To be very specific, COBIT5 states that the CIO is ultimately the person responsible for driving the IT Governance. However, in doing so, there are many other equally important stakeholders, who are involved in the decision-making process, with whom the CIO must work together. 

Company Executives are responsible for driving IT governance in any organization.
