For me, the reason why its hard to find the right talent it is because of lack of training & development provided by the employer to its employees that will enhance and boost their (employees) abilities and skills of their positions.
Also, another factor is lack of trust and delegation of task to their subordinates. By delegating a task/projects that will be under their responsibility (but with guidance of his/her superior), this will not only help boost their abilities and skills but it will also provide us/employee what they are capable of.
