There are two ways to allocate this time: everyone on the team gives a certain amount of time each day to handling interruptions OR one or two people on the team are committed full-time for a cycle to handling interruptions. In either case, if the amount of actual time spent on interruptions is less than the amount of time available, then that difference of time must be used carefully. Generally, the best use of this extra time is to work on resolving the root causes of interruptions.

Empahsis the work place disciplinary codes and its violation codes with action descrition in public displays where such interruptions are happening

The action will depend on the type of interruption, such as if the interruption from a fellow team member is because you might be doing something incorrectly and the fellow member is actually guiding you the correct procedure, this is fairly fine and accept the correction thanking the helping person. While in case of other interruptions that are basically distracting you from your work, you may politely ask the person to excuse you as you have to finish your work. Similarly if the distraction through some high noise of any sort within the work area and being produced by one of your fellow team members then best way is to approach the person and politely request him or her to stop making that noise as it is disturbing you and others and accordingly hampering in performance of your duties.
The important thing to note that the team only operates efficiently if ay strengthenll members are operating at 100% capacity. Therefore, all memebrs have to buy in to the vision that "the whole is more than the sum of its parts". By priorising activities, members of the team can plan accurately their movements, and can thus spare time for fellow team members, in order to eventually strengthen the team even more in the long run. This will empower staff to also lead and motivate and become better leaders going forward.
