How to handle a situation when your immediate manager is not supporting you on the work and the senior manager only trust your manager?

Personally I will proficiently send an email discussing the current situation and provide the solution according to regulations and CC the CEO for the benefit of the company     

This situation appears when you are newly hired in some organization. People normally takes time to start believing in you. So, in my opinion just wait for some time, you will feel the difference.
