Firstly you have to know how you can use photoshop :) and than you have to imagine what u want to do :) because everybody has different imagination, maybe my "artistic border" is not artistic for you.
You can create depend on nature live style.
Select the List viwa next Select new gyide type number of gyide
open a onelayer document then click the background on the layers panel
choose the rectangular marquee tool (m or shift-m) then draw a selection marquee position the marquee where you want the border to be
on the options barclick refine edge
in the refine edge dialog, choose on white view (w) then adjust the radius- smooth -contrast and shift edge values to roughen the edges
from the output to menu choose new layer with layer mask then click ok
click the background then press shift-backspace/shift-delete in the fill dialog choose use white-mode normal and opacity 100%then click ok
By resising the photo or opject
there is two way one is using refind edge option the second is edit in quick musk tool
you can create an artistic border by use refine edge from select list ,select the part from the image which you want to make the artistic border to it and choose refine edge from select list or use ctrl+alt+R than erase the border of this part to have professional and accurated details of the part borders
I'm using ctrl+alt+r than erasing
It can be done with Adobe Illustrator Draw tools.
