We cannot over emphasize the difference between the procurement professionals and HR professionals without giving an account to their similarity. These two professionals are both involved in the sourcing, selecting and acquiring. They follow the same process to fill in a need identified.

However, their difference is the form of product that they would acquire in the end. HR professionals deal with soft goods (logistic/transport terms) that is human capital or resources while procurement professionals deal in hard goods that is merchandise.

The major difference  between procurement & HR professional is 

1- Procurement professional prepare all the requirements related to the project as per the BOQ during 

    Studying the tender and transfer all the quotes he received to the tending dept. including the required 

    Staff & their related salaries

2- upon awarding the contract the assigned project Manager transfer the  procurement requirements

     related to the Staff for the HR dept. for hiring the required staff as per the budget prepared by the

     procurement & approved by the tending dept.

So the HR professional is not allowed to interfere till they received the assignment from the PM or                    ( technical or projects Manager ).

procurment manager has to see the product to develope and give to manafacturing unit  where R&D has approved the design and vendor produces as per design , terms and conditions are set and vendor sends to procuroment department and after quality check it is used intial trial then production .

HR profession has to look after 

1) saftey 2) Staff attendence 3) KRA of Staff  4) appointments  /  leaving staff  4) hpouse keeping 5) Security 6) coordination with departments 6) trainings 7) canteen   these are some  8) Compliances 9) legal issues if any
