For the best results PM should be selected during project initiation phase ,which is the ideal scenario ,however in real life cases normally project sponsor and stakeholders carry out initiation phase on their own and later the PM is assigned ,which can be somewhat accepted since the PM will be involved in the planning phase and can go back to stakeholders to capture any unclear requirements to avoid scope creeps. If a PM is selected on a later stage than planning , such project will have difficulties and only few expert PMs may make it success .
