Yes, you can use C compiler or C lang. to programming PLC
PLC usually use hexadeciml languag ... and u can use programm that is name (micro c) to write any pro for PLC after that ,this pro (micro c) well convert your c pro to any taps of language that use for your PLC

PLC , I remember is just a processor or a micro-controller inside package , and to deal with it you must learn special language made for PLC from different vendors , one of those vendors I remember was Siemens and I think Mitsubishi made PLC either , If you want more general learning learn how to make programs for any micro-controller by C or C++ or other languages like java , but C and C++ are stronger or the best
