I think it's comes down to two elements, the topic of the post and your blog's influence, some topics are more "discussable" if you may say, they attract more attention, Plus the timing of the post when it comes to hot topics, you could post at a time where the topic has already cooled down or you could post when it's most trending.
As for the blog's influence, I do read a lot, and going over a huge number of blogs I notice that sometimes new blogs have some really good content but due to the number of it's audience it doesn't get as much comments as it deserves.
Choose a topic, take your stand on it and write. If this stand is against the usual norm then better. People are used to seeing content that confirms to their beliefs. They will react to anything that questions their stance or point of view on something they hold dear. It is human nature.
You can also write on controversial topics too. Ask questions for which there are no straightforward answers and need comprehensive involvement of your readers.
Any new blog will take sometime to get some traction before it gets regular and large number of visitors. To get loads of visitors create share worthy content that people will feel compel to spread among their circle.
