Where there is the full support of the CEO and management to enable people learn.

Well, it's important to enable participants to engage in the session and make learning as a two way process (share information, ask questions and receive input and ideas). providing various activities during the session is crucial aspect you can look at to make participants focus and work collaboratively.
Training should be tailored according to the audience. Pre-test before training session is a great way to understand the employee's level of knowledge. Content should be in plain English, simple and easy to understand and fun enough to engage the employees. Re-evaluate at the end of the session to plan next steps. Happy Learning!
Do you mean focused during the training? If so, the trainer has to be in a uptime, excited state so that it may across to the trainees. Voice tone, rythm and inflexions are all things to look for to elicit an uptime learning state among trainees. You also want the session to be a two way conversation because there's so much input someone can receive at once. If your training ressembles more to a lecture than a training, people will get tired fast. Ask open questions that sends their mind in the direction you want to go. No need for yes/no questions like "Do you understand?" Make sure your training goals are skill oriented rather than knowledge oriented and communicate those goals at the start of the training. Ex: "At the end of this training, you should be able to do xyz."
Look! You need to motivate them then they will do their best.

Second during the session its important to make eye contact with all the audience,have a pleasant smile give examples( real ones), include small discussions or invite examples and opinions from the employees, also you can modulate your voice depending on the situation and examples, this will keep the crowd active and alert.

First, we need to identify the training goal. If the goal does not comply with the business needs or the training needs of the employees then employees wont be interested and would loose focus. This will result in waste of time and money.
Second, we need to focus on skill development or we can say different tasks performed by employees and the tools and techniques they use. This step will help us in understanding the skill gap and would also help employees to improve and be more productive.
Third, Engaging employees with different tasks during the training so that they don't feel bored. You need to have a solid learning content, once you’ve created your learning objectives, create content that covers the objectives, any quizzes, tests, case studies, or hands-on exercises performed during training to evaluate your worker’s comprehension of the training should assess only the workers’ understanding of the objectives.
Fourth, Implementation is a must and finally evaluation. Evaluation can be done through surveys such as Survey Monkey etc.
