As per my knowledge for small and medium size firm Tally ERP9 best and SAP is recommended for company with Huge turnover and which is user friendly.

IN the world of ERP, there is nothing called the BEST for accounting. And, there is NO software in the world that caters to all requirements of the users. The term BEST depends on the requirement, budget and also which part of the world users live in. In India TALLY, FOCUS are popular even though we have many other tiny developers. In Canada its QuickBooks, ACCPAC etc. In Dubai I have heard about many (Barn, Tetra, MS Dynamics, SAGE ACCPAC etc). Above these we have the big brothers such as SAP, Oracle, JD Edwards, etc.
SAP is over the budget for firm of employees. Tally is too small for company of employees. When selecting the best of available options, its first better to define the requirements and select one system which comes close to the requirements, within an affordable budget. The other aspects to consider are, vendor experience, after sales service, vendors strength (no of satisfied implementations, technical staff), the technology used,
Having said that, If one wants one answer for this, my answer would be ACCPAC
The visibility of financial and accounts data from ongoing transactions to and fro of any Operating unit is available to Finance windows and it makes the processing much simpler and faster. There will be less chance of human errors, duplication and redundancy.

But most important, you need to have a comprehensive plan and accounts structure mapped, else every will be jeopardized.
Oracle Financials ERP is user friendly and simple.

- the complexity level of your financial work flow, and the number of daily transactions.: these would define your needs for choosing "powerful" ERP's .
After defining the above , your searching would be much easier.
Of course , i could give you some of the shining names , like Oracle Financials , SAP, Great Plains, Sage, J.D.Edwards , Sun Systems...etc.
nevertheless, you should consider the one who has a strong support team and a representative office in UAE.

As per my experience SAP is user-friendly & far better than other ERP platforms.
But, it's quite expensive as compared to other competitors.
