I don't think it is universal, it might be common between people with the same national background as they will understand the connotations pf some signs or gestures, so in a way it's national. Some people don't even pick up on or notice body language.

It's take two sides, the first is universal and has common aspect specially eye contact and sound of voice, the second one is related to culture and religion and usually related to hand and face movement in addition to some of word meaning

Coming from the psychology field I would say yes and no. The reason being, is that we all can understand the basic human expressions of anger, sadness, happiness....etc, But we don't understand where it came from or how to react to it.

No it is not universal as one action in one part of the world could have totally different meaning in the other, in fact, lets take a simple gesture such as pointing with your index finger, in normal cultures it might be consider as a normal gesture for pointing out to some thing specific, however, in Japanese culture this is considered very rude or even threatening, they prefer to use the entire palm with fingers. When visiting a foreign country, it is best to try to see the do's and don't online or if you have access to reading materials relevant to that as you might end up amusing or worse insulting people without having the intention to do so.

Although some gestures might have different meanings in different cultures, eyes will betray everyone the same.

No it is not universal some of the things arabs do it is rude to the western and vice verse. It depends about the culture and the background of the person it affects their body language.

Other than some cultural nuances, most body language characteristics are universal. Roll your eyes at anyone and you'll likely get the same response anywhere, but what hand you shake might vary by culture, but it should remain firm either way.
