The degree/certificate can rarely equal work experience, though many academic institutions require a minimum of work experience in years to enter the program of study. The degree/certificate represents both academic knowledge and knowledge gained from actual work experience. Obtaining a degree or certificate in a relevant field is a formal proof that the individual has demonstrated the required knowledge to earn the credential. This degree/certificate is therefore accepted by employers in the relevant field as a measure of competence of the candidate in that area through gaining both experiential and academic knowledge.  Thus we can say that work experience contributes to the degree/certificate directly or indirectly.
