The radiation is not safe for any human being but if it si medically and clinically indicated so it is mandatory to do the x ray for both the kids and the adults

Precautions have to be taken to minimize radiation exposure, and collimation of beam.

If it will aid in diagnosing the kids condition then my answer is yes. But you need to follow the safety protocols in doing the procedure to minimize the exposure dose of a child. Collimate only to the area of interest, provide proper shielding and optimize the exposure given.

There are inherent risks with the use of radiation however small. The effects of this are better predicted at higher levels. e.g Reddening of the skin during radiotherapy treatment for cancer.

The use of ionising radiation is only ever justifiable (child or adult) if the benefits of the exposure (e.g identifying a chest infection) outweigh the risks. In many x-ray examinations these risks are very low. 

Provided this justification is made, it is perfectly acceptable to x-ray a child. Good technique is important to protect organs which are more sensitive to radiation.

Radiographers should always employ ALARP (As low as reasonably practicable) - Using the smallest amount of radiation required to achieve a high quality image.

No it is not safe , but if necessary for patient kids to diagnose some parts of their body , Then new technology of medical systems perform exposures with low dose and less time , which is helping healthcare to improve and saving patient's life .
