i graduated from faculty of engineering computer and control department and i love graphics design and specially3ds max , my skills in drawing isn't that good , but my skills in the program are very good .. should i have to know how to draw first or what ?? please help me :)

Learning how to draw defineltely would be an advantage for Graphic Design and3D art.
Before an artist creates some design in Photoshop or Illustrator, they sketch it on a piece of paper.
Before creating a3d design, it is always advisable to create a concept art.
But no worries, you could always learn how to draw side by side.
It is something you will begin to be good at when you keep trying to create designs.
While you are at it, for the time being you could use pen tool in softwares to create all the awesome stuffs.

Great answers . And also take a few classes in color theory, art history and art psychology. Designing what a clients wants is great. But knowing the product and why people use it makes a big difference. Because at that point, you are designing for the user/ consumer which is far more important than the client. Thats where the ROI is for the client.

You dont need to, there are many designers out there that have abolutely no clue how to use a pencil. But the designers that know how to draw are the ones that stand out from the crowd.
A few years back al companies were looking for guys that know a software very well and could use it without training, BUT nowadays knowledge of traditional art overcomes the need to know the technical aspects of a software. Most companies today offer technical training if they see you have the eye and hand made for what they try to achieve.
So, all in all, is good to have a traditional art background, always helps define your style and it will greatly improove your output no matter what software you use.

Yes! If you want to promote your graphic designing skills in future. . No! If you want to stay on particular level of graphic designs (depends on your expertise).
Interest is the first step and you have started steping. I recommend you to watch Digital Tutors or Lynda tutorials. Draw what you see infront of you, its bottle, its LCD, its bed, sofa etc.
Start drawing with pencil because paper work and story boarding is so important.
