A noisy classroom is a good learning environment and much more effective than a quiet place where only individual voices are heard. Now, a good teacher should be able to harness and channel the indistinct noise into productive drilling and automation. This certainly depends on the learners' age, and again, a good teacher should be able to adjust the teaching methods accordingly.Unfortunately, I cannot dwell into the matter any further without revealing my teaching secrets.

A noisy classroom is caused by the students who definitely want to get teacher's attention, just pay attention on that students and get into their world, what they talk about, what make them make noise, then apply all those things in teaching management. After that, that students must be pay attention on you.
It is unrealistic to expect children to be quiet 100% of the time. We are social beings and children are developing and exploring their world including social relationships with their peers. An effective teacher, however, can manage classroom noise and talking in several ways. First, having a strong lesson plan and more than enough material to cover the allotted time requirement. Second, lesson activities should be no more than 15 minutes each and should alternate between group work and individual work. This allows students to have time to interact with each other in structured ways. Lastly, lesson plans should include planned periods of "brain breaks" or some physical activity which allows children to eliminate excess energy.
