There are three major differences CM and PM, they are as follows
The first difference between the two methods deals with the relationships between the parties.
In Project Management, the Consultant and the Contractor have no formal contract between them.
In Construction Management, the Contractor has a direct contract with the Consultant and does not have any direct agreement with the Owner.
A second major difference arises in contractor selection. Under a Project Management agreement, the Owner selects the Contractor. The Owner can use competitive bidding or negotiate a price with a specific Contractor. Under a Construction Management agreement, the Consultant has greater responsibility for selecting the Contractor.
The third difference falls in the matter of liability. Under Project Management, the Consultant has liability only for the design.
Under Construction Management, the Consultant assumes responsibility for the design and also for the work.
They can be the same. You can project manage a construction project.
However in most cases project management is dealing with a specific project from start to finish. i.e. a store revamp (or building the Eifel Tower.) Project managemt focuses on time and completion targets, budgets etc.
Construction managment is mor on the actual building side, focues on material and build quaility, staff management, health and safety etc.
You are both building the same thing, just dealing with different aspects of it.
Project manager oversee everything from material provisions sometimes even handling permits... down to finishing sometimes to the soft opening.Construction manager cares only building the establishment based on the blue print and schedules.Project manager is a planner... construction manager is more the doer.
Construction management i am taking care of my construction team, HSE, Material calcuation, Raising PR at time, following the schedule,heighliting the technical issues, dealing with QA/QC dept,utilizing my sources in an effecient way and getting proof the job is done as per IFC Drawing,Quality procedure, dawing and specs with the given frame of work.
Project Management:I am answerable to the client,consult, and owner of the company. Taking care to identify the project miles stones, Risks, constrians, get the required man power, material on time,moblize the site, Follow the construction activities, celbrate the milestones completion, sub mitting the invoices timely,Get approval for the change orders and highlight all those issue may cause delays.
Nowadays, what best fit in implementing a project. But from the Sponsor side or Owner side - by way of contractual obligations, these two have a litle bit of differences, in Project Management, The Project Sponsor has the power to intervene between the Consultant and the Contractor. Normally, he has all the options in the project in terms of decision making. While in Construction Management, the Projects Sponsor has one directo contact and speaks only with the Construction Manager, and in this set-up, treat the Contractor as third party being - the contractor becomes the subcon of the Construction Manager (Consultant). The Project Sposor is not having bothered to make all the decision anymore.

A very thin line between these two, in gulf region, we may see these two designations in one person, almost all the responsibilities are same.
