From my experience I see many countries looking for a native development solution (emiratization, saudization etc) as such Universities and Colleges are observed through a more critical lens these days. I mean what is the benefit of a degree/technical qualification to the state/country? Students certainly in the west add to this with consumer pressure in value for money terms. In addition the digital age which has moved for HE from a sort of electronic filling cabinet to an evermore interactive electronic learning tool. But what about business? I see two constraints Time & ROI

As a business what can you spare? Degrees are3-4 years full time Although they can be part-time or distance. And even if you just recruit graduates are they ready for the workplace. I am reminded of a friend working for a large corporate bank in London saying that all the graduates even the very best required anothermths of training with the company? The solution I feel is a much closer relationship with education by business rather than throwing rocks from the sidelines (ofc Universities need to step up as well they are not blameless here). And what of the distance method? Well I believe it needs to fit the company rather than a 'one size fits all' I would like to see a productive measurable improvement post the training/course. This where I suspect a different approach utilising 'instructional designers' crating a more bespoke business offering.

A bit of a marathon that but I hope you get the idea and I am no expert just an experienced education manager.
