Great question. And I wish I knew the answer, but all I have is an opinion. From my pov, the issue is not about time management, but enthusiasm balance - so find what works for you. I love reading, so for me to remain enthusiastic about things, I must get to read a book not related to work, while at work (even if just minutes, and also at home with my dogs, to stay sane and enthusiastic. It all depends on each individual. Leisure activities are an important part of managing without the effort.
Do not mix your job with pleasure. Ensure you do the most important things first.
From my experiences , its sample ( priorities your priorities ), as you and only you can make it happened , i mean both are2 faces for same coin , we can;t separate each , both must be balanced according to your needs , only you know which must be finished in both ( work & life ) and which can be delayed.

1) Prioritization - Makes sure to give the work its weight age according to its priority.
2) Master the art of saying "NO" . When you have more works in your table, its better to say NO to your colleagues rather than poking in everything. Quality of work should not be affected.This will help u in longer term
3) Reading or learning the subject will help you to be expertise in your portfolio and this in turn help you to reduce so much time. So keep learning.
4) Always a team man which in turn helps you also.
