First, if the definition of "working hard" is doing what you have to do during the time set out for the job, then, it is necessary to work hard. This means dedication, attention to detail and an attitude of doing the best quality of a job. If "work smart" means knowing what you have to do, in an efficient manner, this is also a need in performing any type of job.

Thank you for your invite. My advise would be to work with commitment and deliver that you are accountable for. You may have to apply hard work or smart work or both to achieve targets in stipulated time. For example a oil rigger has to be hard worker to avoid accidents, he may not be a smart worker and a arbitrator has be a smart worker he need not be a hard worker. Therefore every role has its own requirement and significance of any or all of the skills mentions by you. I may not be able to suggest a thumb rule for the benefit of the audience to follow.
I believe in doing Smart work. Doing work smartly also requires effort depending the type of work you are doing which may be physical and mental both at some stage.
