Depends on the requirement and what level of Automation we are expecting for. Service Now is one of most efficient tool to do End to End Activity.
Their are many free ticketing tools in market but if proper support is needed then we need to go with BMC remedy or service now also i have seen some companies which have their own home developed ticketing tools.
If the budget is not an issue and the operation is big and complicated, you can go for HP Openview service desk, BMC service desk., or Landesk service desk
To save some money, you can choose any SaaS version of the above. Personally, I'd recommend HP Service Anywhere (the SaaS version of HP service desk).
If the operation is not complicated, you can check Zandesk.
If there is no budget, you can check OTRS or Spiceworks. Both are free ticketing systems.
