What do you prefer as a manager, internal or external recruitment in the case of promotion to a supreme position? please mention one reason.

I prefer internal promotion if the candidate has  all the qualification  and skill set required to perform the job.  Internal promotion  also decrease cost of training and orientation of the candidate . In addition this increase competition between other candidates
