Excellent Question , I have been in a situation like this before , a Indian gentleman from UK whom i met in a conference asked to the same low budget , business ideas. This means He can be a running a start up or looking for new ways to reach out his business. soi would do justice because i feel that the more the ideas your share the more quality ideas come out of your brain.
So i would suggest him to sell online eCommerce , as a recruitment partner for an HR Agency, Stock market Agent, freelance sponsorship sales, Event sales, stall sales, SEO, website designing and so on but it depends on the individual expertise.
