In our work , always we find old employees with no skills and \\ or benefits especially in MENA area , and the management refuse to resign them or replace them , if you are administration manager and have authorities , what will you do in this situation ?

If there’s an opportunity for me to decide on this matter (near future, perhaps I will), I shall do the following as the Admin. Manager:
1. Check with the HR Manager all list of employees having service period more than5 years.
2. Check what the department is and discuss with management on department target or dept. performance contribution to entire company.
3. Discuss with Department Manager about performance of his old employee.
4. Review with HR Manager the salary from joining date.
5. Seat & discuss with Finance Manager with the recommendation of HR Manager and approval of Management (or Board) on how to give salary increment for these deserving old and unskilled employees.

Promotion will not be the answer since remember, they are unskilled where most are laborers. Whoever shown exemplary performance will most likely to be rare provided a senior on their group has recommended him to be his reliever (at time of vacation) so this gives you an idea who to promote and who to send in training but definitely not all of them.
We can’t solve all problems in company, at first we need to check financial status if it’s better to stay that way or we can give some reward since company is earning more.
Termination of old employees will be harsh and this is a different issue.
Administration Manager with the assistance of Human Resource Manager should design some training facilities where such employees should be trained according to their skills. It is of utmost importance to retain old staff and train them as they are familiar with the work environment and such training sessions will motivate them to perform and at the end of the day better productivity can be obtained.
As an administration manager the best I can do with unskilled old employee, is to try if they can be train for the benefit of the organization, if not I will attach them to be an helper or asst staff.
This scenario is always tough to handle.
But since we are speaking about senior people for sure they have any kind of skills to be useful in some areas.
Maybe we should be talking about their lack of motivation to accomplish their tasks. So, in this circumstance, maybe it would be better "promote" them to a position where they can teach younger employees and maybe could be a trigger to grow their motivation and interest. Take them off from routine tasks, if possible.
I believe that the experience is "mother " of all knowledge. Of theory and theorists is the world filled enough!
Old employee means "longevity" in the organisation. The presence of such employee in the organisation should be viewed as a sign of "How organisation is taking care of seniors".
Secondly, AM can revisit such employee's contribution earlier days. Certainly the organisation might have got benefited through him. Thus repaying by retaining such employees till the end.
Therefore AM should consider the above and if feasible explain to the colleagues who starts murmuring on this employee. This is only the decision AM shall make / take to promote the goodwill of the organisation.

As a Manager, my job is to hire the right person who can perform as per job description. But, considering the cultural practices in MENA area, it may not be wise idea to immediately fire an old and unskilled employee. So, in consultation with HR Manager, issue a performance improvement letter and extend the contract of the old employee for one year. Make counseling with the employee that he has to improve performance within a year to get further extension of contract
They need to be told to upgrade as it is a requirement of the company, just as you outline the possible repercussions for non-conformity. With a good approach, the'll be able to enroll for upgrade courses with specific timelines.
