In top down management who takes the decision?

The most senior people "involved" take the decisions. 

This is usually good for long term, strategic decisions.

It's usually bad for day-to-day decisions, because the senior management are not sufficiently familiar with the details of the situation.

In this kind of management style decisions are taken prior to the process starts. Hence the heads of the organization take decisions.
