In general, when we take a pair of sounds like /s/, /z/ and /f/, /v/, the first sound of the pair will always be voiceless while the other will be voiced. Try producing "ssssssssssss" and "ffffffffffff". Not making vibrations, right?Now try producing "zzzzzzzzzz" and "vvvvvvvvvvvvvv". They'll definitely make vibrations.
